Impact Assessment

We have produced technical reports for input into impact assessments, review and assessment of specific components of impact assessments and provided expert witness.

Our projects are produced on time and where necessary have provided/ used specialist input to/ from other parts of the impact assessment process to ensure that the component produced adds to the creation of a coherent assessment.

The key specialties provided to the impact assessments input have been greenhouse emissions and abatement, climate change impacts and energy efficiency.

We have experience of impact assessment in NSW through our involvement in several infrastructure projects:

  • Five separate assessments of the greenhouse emissions, their mitigation and energy efficiency issues were undertaken as a part of the review process of each of the Statement of Environmental Effects (SEE) for a major water infrastructure project, a major infrastructure project and three separate, temporary desalination plants.
  • Each of the original SEEs were improved by the review process with recommendations targeting inventories, monitoring, reporting and mitigation actions.
  • The process ultimately led to commitments to utilise renewable energy supplies for each project’s electricity use.

We have firsthand knowledge and experience of Victoria’s impact assessment processes:

  • We produced the Greenhouse Gas Emissions and Climate Change Head Technical Report for the Port of Melbourne Corporation’s Channel Deepening Project (Supplementary Environment Effect Statement, Technical Appendix 65, pp. 5675–5766).  This Report formed part of the documentation for the Supplementary Environmental Effects Statement (SEES) for this major infrastructure project.
  • The report included
    • Discussions of the methodology used for greenhouse emissions (selecting the boundary and estimating energy consumption and emissions) and risk assessment.
    • A review of the key features and existing conditions within Port Phillip Bay (tidal range, recent sea level rise, greenhouse emissions from international shipping, and sequestered carbon dioxide in bay waters).
    • An examination of the impacts from predicted climate change (future global sea level rise, a recommendation regarding the sea level rise in Port Phillip Bay over the life of the project, and the subsequent tidal level changes within the bay).
    • The greenhouse impacts from channel deepening project were determined (greenhouse gas emissions from dredging, changes in sequestered carbon dioxide in bay, electricity used by CDP office based workers, projected emissions from international shipping and land based freight transport).
    • The project’s greenhouse emissions footprint was assessed as were its overall impacts, and a series of mitigation and abatement recommendations and possible additional options were presented
  • Following production of the Head Technical Report, a Supplementary Statement on the Entrance Channel Depth was produced for input into the Inquiry set up by the Victorian Minister for Planning for the Port Phillip Bay Channel Deepening Project.
  • After the SEES was made available for public comment, an Expert Witness Statement was provided to the Port Phillip Channel Deepening Project SEES Panel Hearing which addressed the issues raised in the public submissions.
